Slice the potatoes into thin rounds. Season with spices, drizzle with oil, and add a splash of water. Mix everything thoroughly. Bake for 30 minutes at 400°F.

Sauté the onion until translucent, then add grated carrot and cook together for about 3 minutes. Add the ground meat, breaking up any lumps. Season with spices, add tomato paste and adjika. Simmer on low heat for about 7 minutes.

Take the casserole out of the oven and spread sour cream over it. Top with a layer of the meat and vegetable mixture. Sprinkle generously with cheese. Bake until golden and bubbly, about 20-30 minutes.
