Dice the potatoes, finely chop the onion, and slice or grate the carrots.

Heat oil in a deep skillet or pot and sauté the onion until translucent. Add the ground meat, break it up, and cook until it changes color.

Toss in the carrots and minced garlic, and sauté for 3-4 minutes.

Stir in the tomato paste, mix well, and cook for another 2-3 minutes.

Add the potatoes, pour in water or broth, and season with the bay leaf, salt, and pepper. Stir, cover, and simmer over medium heat for 25-30 minutes until the potatoes are tender.

Discard the bay leaf, garnish with fresh herbs, and serve hot.
