Grate the potatoes and squeeze out excess moisture. Mix with the ground meat, onion, carrot, garlic, eggs, starch, and spices.

Form into meatballs and place them in a baking dish.

For the sauce, combine the heavy cream, water, tomato paste, salt, and spices. Pour over the meatballs.
