Method

Combine the minced meat, half-cooked rice, half of the chopped onion, egg, salt, and black pepper for the meatballs.

Form the mixture into meatballs.

For the gravy, sauté the remaining onion and carrots in vegetable oil.

Add the flour and tomato paste, and sauté together for a couple of minutes.

Pour in the water, add the bay leaf, salt, and pepper, and bring to a boil.

Place the meatballs into the sauce and simmer until done.
