Method
Make the dough. Mix flour with salt, gradually add water, and knead until you have a firm, elastic dough. Cover and let it rest for 30–40 minutes.
Prepare the filling. Finely chop the onion and garlic. Combine with ground meat, herbs, salt, and spices. Slowly work in cold water or broth, mixing well until the filling is nice and juicy.
Shape the khinkali. Roll out the dough and cut circles about 4–5 inches across. Place filling in the center of each. Gather the edges accordion-style and pinch them tightly at the top, creating a little "tail."
Cook them. Bring a large pot of salted water to a boil. Carefully drop the khinkali in one at a time, stirring gently. Once they float, simmer for 10–12 minutes.
