Method

Toast the flour in a dry skillet or heavy-bottomed pot, stirring constantly, until it changes color to a warm, nutty hue without burning.

Add the butter and ghee, mixing thoroughly until smooth and well incorporated.

In a separate bowl, combine the water, sugar, and saffron, and heat until hot.

Lower the heat and very carefully pour the syrup into the flour mixture—be careful, as the hot sugar mixture can splatter. Stir quickly and vigorously until thick and smooth.

Stir in the rose water at the end, then remove from the heat.
