Whisk together the condensed milk, eggs, melted butter, cocoa powder, salt, and vanilla extract until smooth. Fold in the flour mixed with the baking powder and quickly knead into a dough. Spread or pipe 7 thin layers, each 18 cm in diameter. Bake at 180°C (350°F) for 5-7 minutes. Let them cool and trim with a ring cutter if needed.

Beat the cream cheese, powdered sugar, and half of the heavy cream until smooth. Pour in the remaining cream and whip to a stiff consistency. Add the sour cream and gently fold with a spatula.

For the soak, bring sugar and water to a boil, simmer for 30 seconds, let cool, and mix with the sour cream.

Assemble the cake inside a ring lined with an acetate collar, alternating between layers and cream, brushing each layer with the soak. Crumb coat the top layer, and refrigerate the cake for 8-12 hours. Frost with a stable buttercream if desired. For decoration, use drips, a #6B piping tip, and chocolate shavings.
