Method
Whisk the flour with the baking powder, then cut in the cold butter until it resembles fine crumbs. Mix in the sugar, eggs, sour cream, and salt to form a soft dough. Wrap in plastic wrap and chill in the refrigerator for 30 to 40 minutes.
Pass the chilled dough through a meat grinder to create small, crumb-like pieces.
Line a baking sheet with parchment paper and spread the dough out evenly. Bake at 180°C (350°F) for 15–20 minutes until golden brown. Let cool.
Beat the softened butter with the boiled condensed milk until fluffy.
Gently break the baked crumbs down a bit further by hand. Combine with the prepared cream.
Pile the mixture onto a serving dish into a mound, shaping it into a cone. Press down firmly with your hands.
Chill in the refrigerator to set for at least 2–3 hours.
